Risk Management

The November 2021 edition supersedes the April 2014 version and is the reference behind every deliberate risk assessment worksheet.

Is composite risk management still the correct term, and what worksheet is used today?

No. The Army dropped composite risk management and returned to risk management with the publication of ATP 5-19. The deliberate risk assessment worksheet is DD Form 2977. DA Form 7566, the old composite risk management worksheet, is obsolete.

What are the five steps of risk management?

Identify the hazards, assess the hazards, develop controls and make risk decisions, implement controls, and supervise and evaluate. It is a continuous cycle applied to operations, training, and day-to-day activity.

Deliberate Risk Assessment Worksheet

The standard worksheet for deliberate risk management: identify hazards, assess initial risk, apply controls, and record the residual risk the approving authority accepts.

What are the risk levels used in a risk assessment?

Extremely high, high, moderate, and low. The level determines who has the authority to accept the residual risk, which is why the assessment goes to the right approval level before execution.

AR 385-10 establishes the Army safety and occupational health program and assigns the responsibilities that go with it. It requires risk management to be applied to operations and everyday tasks and sets the framework for accident reporting and investigation. Commanders own safety; the safety officer advises.
