ATP 5-19 is the Army's risk management techniques publication. It carries the five-step process leaders use to identify hazards, apply controls, and make an informed risk decision. The November 2021 edition supersedes the April 2014 version and is the reference behind every deliberate risk assessment worksheet.

What are the five steps of risk management?

Is composite risk management still the correct term, and what worksheet is used today?
No. The Army dropped composite risk management and returned to risk management with the publication of ATP 5-19. The deliberate risk assessment worksheet is DD Form 2977. DA Form 7566, the old composite risk management worksheet, is obsolete.

What are the risk levels used in a risk assessment?
Extremely high, high, moderate, and low. The level determines who has the authority to accept the residual risk, which is why the assessment goes to the right approval level before execution.
