ATP 5-19 is the Army's risk management techniques publication. It carries the five-step process leaders use to identify hazards, apply controls, and make an informed risk decision. The November 2021 edition supersedes the April 2014 version and is the reference behind every deliberate risk assessment worksheet.

No. The Army dropped composite risk management and returned to risk management with the publication of ATP 5-19. The deliberate risk assessment worksheet is DD Form 2977. DA Form 7566, the old composite risk management worksheet, is obsolete.

Identify the hazards, assess the hazards, develop controls and make risk decisions, implement controls, and supervise and evaluate. It is a continuous cycle applied to operations, training, and day-to-day activity.

What are the risk levels used in a risk assessment?
Extremely high, high, moderate, and low. The level determines who has the authority to accept the residual risk, which is why the assessment goes to the right approval level before execution.

The July 2026 edition drops the older 'Mission Command: Command and Control of Army Forces' title and is organized around command, control, and the command and control warfighting function. Its seven principles of mission command are among the most commonly asked board material.

ADP 3-37 is the Army's primary publication for the protection warfighting function. It explains how commanders preserve combat power through risk management, prioritization, and the protection tasks that get built into every plan. The April 2026 edition supersedes the January 2024 version.

The Army Safety and Occupational Health Program
AR 385-10 establishes the Army safety and occupational health program and assigns the responsibilities that go with it. It requires risk management to be applied to operations and everyday tasks and sets the framework for accident reporting and investigation. Commanders own safety; the safety officer advises.

Identify critical information, analyze the threat, analyze vulnerabilities, assess risk, and apply OPSEC measures or countermeasures. The process is continuous, not a one-time check.
