Mission-essential tasks and proficiency ratings
What a METL is, what a training and evaluation outline gives you, and how the T, P, and U ratings work when the commander reports proficiency.
- Board question
What are the training proficiency ratings under objective task evaluation?
T for trained, T-minus, P for practiced, P-minus, and U for untrained. The commander assesses the unit against the training and evaluation outline for the task rather than against a subjective impression.

Training
FM 7-0 is the unit training management manual: how leaders plan, prepare, execute, and assess training and how they report proficiency. The June 2021 edition re-established the training management cycle as the framework and supersedes the October 2016 version. It is the working companion to ADP 7-0.
- Board question
What is a METL and what is a T and EO?
A METL is a mission-essential task list, the tasks a unit must be able to perform to accomplish what it was designed to do. A training and evaluation outline, or T and EO, is the standard for a specific task: the conditions, the standard, and the performance measures a leader uses to evaluate it. The T and EO is the starting point for any honest proficiency assessment.
