TC 7-22.7 is the NCO guide: the duties, responsibilities, and authority of noncommissioned officers, the NCO support channel, and the expectations at each grade. The August 2025 edition supersedes the January 2020 guide. It is required reading for anyone going before a promotion board.

DA PAM 600-25 lays out the professional development path for NCOs by career management field and grade: schools, assignments, and self-development milestones. Soldiers use it to plan the next five years instead of the next five months. The September 2023 edition supersedes the December 2018 version.

DA PAM 623-3 is the procedural guide for preparing evaluation reports -- officer, NCO, and academic. It contains the block-by-block instructions and examples that AR 623-3 only summarizes. Rating officials should keep it open while writing.
